Liam Harrison was run over by a car while running to escape racist bullies in Maida Vale.
He was hit by the car outside his news school on Monday 2 October 1995.
He had been on his way home with three friends from St George's Roman Catholic Comprehensive in Lanark Road, Paddington, when he was hit by the car at 3.55pm.
The police said that he ran out between two parked cars.
He was rushed to St Mary's Hospital in Praed Street, but was pronounced dead at 4.50pm.
He had lived in Wallingford Avenue, and had only been at the school for three days.
The police noted that no charge was to be brought against the driver of the car that hit him.
