Saied Ahmed died following a house fire.
He was taken to the specialist burns unit at Stoke Mandeville Hospital near Aylesbury where he died several days later.
He was a Somali refugee.
The police said that they were unable to determine a motive but said that they ruled out personal or racial motives.
A man was questioned in regard to the fire but no charges were ever made.
