Shaun James was taken to a lane off of Steam Mills Road, near Cinderford in the Forest of Dean where he was deliberately run over on the evening of 15 December 2002.
It was first thought that his death had been a hit and run but it was later determined by the police that he had been murdered after having been kidnapped.
Three people were arrested in relation to his murder in 2014 but released without charge.
Five people were arrested on suspicion of conspiracy to commit murder in 2015 but also later released without charge.
The police said that he had been run over by a white Ford transit-type van. A van was recorded on CCTV immediately after his murder. The van had also been seen by people in Valley Road and also leaving Steam Mills Road were Shaun James was found dead. The van had also been seen on Cinderford High Street and in the Co-op car park on Dockham Road, between 7pm and 7.30pm on the night that he was murdered. It had been in the car park for about 20 minutes.
It was said that he had been kidnapped in the van, taken to Steam Mills Road and deliberately run over. He had been caught beneath the van and dragged 65m along the road before it became free.
He had previously been drinking at the Upper Bilson Inn in Cinderford, which he left at 6.45pm to walk home in the opposite direction to Steam Mills Road. He was later seen talking to the driver of a white Ford Transit type van in Valley Road and it was thought that something happened there and that he was kidnapped in the van, losing one of his shoes and his tobacco at the spot which was later found by the police.
