Gamal Mallwi was shot as he was getting into a car on Thaxton Road near the junction with North End Road in West Kensington on 28 November 2003 at about 8.30pm.
He was hit in the stomach and chest and taken to hospital where he later died.
After the shooting, a man was seen running away from the scene.
He had been with his brother at the time who was also hit, but survived, although he later went back to Egypt.
A 30-year old man was arrested in December 2003 but no charges were made.
Gamal Mallwi had run the Lighthouse Fish Bar on North End Road which was close to where he was shot.
He was born in Egypt and had lived in West Brompton, west London and had a 7-year-old daughter.
He had been known locally as George.
