Scott Fletcher was last seen on 11 May 2011 in a lay-by opposite the Jet garage on the A181 at Wheatley Hill, near Durham.
In December 2015 his disappearance was treated as a murder inquiry and police arrested seven men on suspicion of conspiracy to murder although they were all released without charge.
The search for him was expanded later to cover Durham and Cumbria and included the Appleby Horse Fair in Cumbria.
His body has never been found.
Scott Fletcher was last seen around 8:20pm near the Jet garage when he was dropped off there. He had been wearing a black sweatshirt and black jeans. The police said that they think that he was murdered soon after.
It was thought that he had been murdered over a debt he owed. It was also noted that he had had connections to the criminal underworld.
The police said:
Scott Fletcher had two children and was from Hartlepool.
His father has since passed away without knowing what happened to him.
