Justyn Morgan was shot several times outside the Bagel King 24-hour cafe bar in Walworth Road, southeast London on 13 April 2004 at about 5am.
A man was tried for his murder but the case collapsed after witnesses were found to be unreliable. It was also heard that much of the main evidence was hearsay or second-hand evidence.
The case was also hampered by witnesses who refused to give evidence in court.
He was shot during a mass fight that had involved about 20 black youths. The fight had started in the Bagel King bar but then gone outside into Walworth Road where Justyn Morgan was shot several times in the chest. CCTV footage was recovered from the bar but it was not clear enough to identify anyone attacking Justyn Morgan.
During their investigation, the police were given a number of street names for the gunman but they were unable to match those to people involved in the fight.
Earlier in the night Justyn Morgan had been to the Ministry of Sound Nightclub in Elephant and Castle after which he went to the Bagel King all-night cafe.
He was shot several times and then taken to the Kings College Hospital in Camberwell but died soon after arrival.
