Terence Mann was stabbed in the car park of the California Tavern on Beach Road in California, Hemsby on 26 May 1996.
After being stabbed he was taken to a hospital in Gorleston suffering from a severed artery in his thigh and later died.
A person was charged but the case was withdrawn before the trial although a person was convicted for public order offences.
Shortly after the murder it was reported that the police were looking for a man who resembled Catweazle, the 1970s TV series wizard.
Terence Mann had been from Borehamwood in Hertfordshire.
