Ronald Kerr died in a fire at his home that was started deliberately on 21 October 2003.
The fire brigade was called to the fire and managed to pull Ronald Kerr out but he was pronounced dead soon after.
Ronald Kerr was last seen shopping at a local shop earlier in the evening.
The police said that they were interested in speaking to the occupants of a small black or dark coloured car and a white van that had been seen in Allanton Drive as it was thought that they might have seen something that would help the inquiry.
