Anthony Gorman was attacked in Chapel Street in the early hours of 2 March 1991.
He was found dead outside Lynn's council offices there having died from head injuries.
Four men were initially charged with his murder, but the charges were later reduced to manslaughter and then later dropped.
The police later closed their investigation, stating that they could not prove that Anthony Gorman died as a result of the injuries that he suffered in the attack.
It was later reported that the Home Secretary was looking into whether an independent tribunal should be appointed to look into the police handling of the case.
