Damion Blair was shot outside the Too Sweet Caribbean cafe in Tottenham High Road at about 1.15am on 13 February 2009.
Two men were charged with his murder, but the cases against them were discontinued before trial.
He had had a heated argument with the man that shot him shortly before he was shot four times. He was taken to hospital but died shortly after arriving. His post mortem stated his cause of death as being due to wounds to the upper body.
Damion Blair had been to the Too Sweet Caribbean cafe with his girlfriend who he was shot in front of.
It was said that there had been about 30 customers in the cafe at the time, but that by the time the police arrived they had all gone.
Damion Blair had lived in Park Avenue in Wood Green, north London.
