Partheepan Balasingham was attacked outside the Palm Beach restaurant in Ealing Road, Wembley at about 1am on 8 June 2003.

He had been attacked by a group of men outside the restaurant with a variety of weapons including swords, a bottle and an axe.

He was taken to hospital where he died four days later from serious head and neck injuries.

His murder was thought to have been connected with that of Cisho Kumar Balachandiran who was attacked an hour later in Ilford.

It was heard that there had been a fight earlier on in the night at the Icon Bar in Ilford, Essex between two gangs.

Five men were later arrested and several addresses search, with the police finding a number of weapons. The police said that the suspects in both cases were thought to be Sri Lankan.

Partheepan Balasingham's murder was said to have been connected with the Sri Lankan Tamils and feuding Sri Lankan gangs and that the same men that had attacked him had then travelled in convoy across London to High Road in Ilford where they kidnapped Cisho Balachandiran, tortured him and then threw him in the River Roding in Wanstead.

Cisho Balachandiran suffered from injuries from which he died a week later.

There were said to have been 12 men in the gang that had attacked both Cisho Balachandiran and Partheepan Balasinghan and it was thought that they had travelled in convoy around the M25 motorway from Wembley to Ilford to carry out the attacks. The attack on Partheepan Balasinghan took place at about 1am whilst the attack on Cisho Balachandiran took place at about 2am.

Partheepan Balasingham was a Tamil.
