Sarah Elizabeth McEwen died from an overdose of methadone that someone gave her on the morning of Saturday 20 June 1998.
A 28-year-old man was charged with her manslaughter but her death is still flagged as unsolved by the Bedfordshire Police and no further details are known.
Her post mortem examination proved inconclusive.
Sarah McEwan was found in a bedsit in Clarenden Street, Bedford and taken to Bedford South Wing Hospital where she died soon after.
It was noted that her 21-year-old brother died from a fatal drug overdose in October 1992.
