Sirjeet Singh was found dead in a stairwell.
He was found after neighbours reported a disturbance at the flats.
Two men were initially arrested on suspicion of murder, but they were later re-arrested on suspicion of manslaughter following the post-mortem, but in April 2016 they were released after Sirjeet Singh's death was considered not suspicious.
