Robert Spencer was shot in his Ford Escort XR3i in Kempe Road, Queens Park, on 5 November 1999.
He was known as Peter 'Juppy' Clark as well as Robert 'Patter' Spencer.
The police said they had no description of the gunman and noted that the gunshots might have been mistaken for fireworks as it was Guy Fawks Night.
He was thought to have lain in his car undiscovered for up to two hours. Witnesses recalled seeing the figure of a man in the driving seat with one witness stating they heard a mobile phone ringing from inside whilst the passenger side door was open, but said they thought that the occupant had been waiting for someone.
Police appealed for anyone that had been in Kempe Road between 7.30pm and 9pm to come forward.
He was from Jamaica and had lived a mile away in Ravensworth Road, Kensal Rise.
