Chase Tate was run over on the A1104 at Miles Cross Hill in Ulceby Cross on the morning of Saturday 7 January 2017.
He was found in the road by a member of the public.
Two people were arrested in connection with his death:
One of them was said to have been arrested on suspicion of murder, but no action was taken against either of them.
The police said, 'We are continuing with our enquiries and would still very much like to speak to anyone who was travelling on the A1104 between Alford and Ulceby Cross roundabout between 4.30pm and 5.30pm, or anyone that has any information about the death of Chase Tate'.
The police said that they thought that more than one person probably knew what had happened.
His death was described as a hit-and-run.
His post mortem revealed that his injuries were consistent with having been involved in a road traffic collision.
However, the police said that they were open minded about what had happened and noted that it had been a dark night and that it was thought that Chase Tate had been unsteady on his feet.
Following Chase Tate's death a fund was set up to buy a plaque for him but his brother stole some of the money from it. He was convicted of theft and two counts of fraud and was given an eight month sentence suspended for eighteen months.
