The head and legs of a man were found at Linnyshaw Moss in Walkden near Manchester.
The police said that they were questioning travellers in Deeside who had last used the site.
The police said that their efforts to identify the remains were hampered by the fact that the man had no teeth.
The remains were found by a dog walker.
A doctor said that he thought that the man had been dead for up to three months.
The travellers had been camped at the site until October 1991 before moving on to an industrial site at Deeside.
The police said that the man had been aged between 40 and 60. They later released an artist's impression of him.
