Stephen Milligan was found dead in his kitchen.
His post mortem stated that he died from misadventure, but other commentators have suggested that he was murdered, due in part to his position as an MP and political critic as well as the manner of his death as he was found wearing women's underwear and had a bag over his head.
It was also suggested that he could have been killed because he knew too much about secret arms deals.
Stephen Milligan had been a conservative MP and had been a parliamentary aide to the Defence Procurement Minister, Jonathan Aitkens.
In December 1995 a businessman, Gerald James, wrote a book in which he linked Stephen Milligan's death with seven other mysterious deaths. He also gave evidence at a Commons Committee about Jonathan Aitkens's alleged role in the Arms to Iraq affair.
It was heard that Stephen Milligan appeared to have been engaging in kinky sex and to have been wearing stockings when eh was found dead at his house. He had also had a black bag over his head and an orange in his mouth and flex round his neck. His cause of death due to the flex compressing a main artery.
However, Gerald James claimed in his book that he had been murdered by the security services who were desperate to cover up the Governemtn's involvement in selling arms to Iraq.
It was noted that following his death his Westminster office was cleared of all papers by MI5, and it was noted that as Parliamentary Aide to Jonathan Aitkens he would have had access to sensitive Defence Ministry documents, and thought that he might have discovered the coer-up over the Arms to Iraq deals.

Stephen Milligan's inquest in March 1994 at Westminter Coroner's court returned a verdict of death by misadventure.
The Home Office pathologist insisted that he was not murdered, adding:
However, Stephen Milligan's father called the idea absolute rubbish.
