John Kilcoyne was stabbed to death in a bed-sit in Hepburn House in St Pauls on 28 January 1995.
He had been stabbed in the neck and was found to be dead by the time the ambulance arrived.
He was a homeless person and was said to have spent the evening drinking heavily with two other men.
The police were called to the bed-sit at 2am and arrested a man soon after and charged him with John Kilcoyne's murder, however, the charges against him were later dropped.
A knife was found by the police during a search of dustbins and gardens in the area, but they did not say whether they thought it was the murder weapon.
The police were tight-lipped about the murder and gave out little information about what had happened but appealed for anyone that had been in the area between midnight and 2am that night to come forward.
John Kilcoyne was from Ireland and after his murder his body was returned there for burial.
