Ralph Baxter died of a heart attack following an altercation in Roade near Northampton on 8 April 2020.

However, no prosecutions were made after the Crown Prosecution Service said there was insufficient evidence to link the two incidents.

Ralph Baxter had been out walking his Shih Tzu when he got involved in an altercation with another dog walker whose larger husky was said to have attacked his dog. After the incident Ralph Baxter made his way back to his house where he collapsed and died soon after.

The incident was said to have happened at about 4.20pm in the area of Hyde Road and Blisworth Road in Roade.

The other dog walker had been a 28-year-old man. He was arrested shortly after on suspicion of murder but was later released with no further action.

The Crown Prosecution Service later said, 'The CPS has carefully considered all of the available evidence in relation to the death of Ralph Baxter and we have concluded that our legal test for prosecution is not met. In these circumstances we cannot pursue any criminal charges'.

Ralph Baxter was noted for having worked in the civil service up until 2007, mainly with the Department for Work and Pensions and to have been given an MBE in the June 2007 honours for his work. He had also been a Labour trade union leader.
