He had been stabbed in the back of the neck and when he was found, there were coins scattered over his body.
He had last been seen alive at around 11.20pm in Lower Park Road the night before.
Fourteen people were arrested for his murder but no one was ever charged.
It was said that Bobby Jones had sold cannabis from time to time and might have gone to the park to fix a deal.
