Amir Ellouzi was shot in the neck in Old Pye Street, Westminster.
He was shot on 20 February 2018 at about 8.35pm and later died on 27 February 2018 in hospital.
A 23-year-old man from Pimlico was charged with his murder but no further developments are known. He had been due to appear at the Old Bailey on 1 July 2019.
Three other people were also arrested but released with no further action.
Amir Ellouzi had been from Victoria in London.
