Nigel Yue Bun Li was hit by a black Volkswagen car in a layby on the A19.
A van driver was later arrested on suspicion of manslaughter, but released without charge. It was noted that the driver of the black Volkswagen car was not arrested.
It was heard that Nigel Li, who had been driving a silver Volkswagen Golf car, and the driver of a white Ford Transit van had both pulled into the layby where an altercation took place on 3 January 2019 shortly before Nigel Li was hit by the car.
The layby had been between the Seaton Burn and the Moor Farm roundabouts.
Nigel Li had been involved in a very minor collision with another vehicle, probably at the Seaton Burn roundabout and he and the van pulled into the layby after which Nigel Li was hit by the black Volkswagen car, but it was not known how.
The police said, 'We understand there was a dispute of some kind which prompted Nigel and the driver of a white Transit van to pull over into a lay-by near the Seaton Burn roundabout. Soon afterwards Nigel was killed in a fatal collision. We need to know the chain of events that led to his death'.
Nigel Li had been on his way to work at the time and was hit by 7.40am.
