Grant John Storey-Delaney was found dead by his mother at their home in Buckley Lane, Rochdale.

An open verdict was returned.

He had had cocaine and cannabis in his system and was found to have been living in filthy and unsanitary conditions.

His mother said she found him in his baby bouncer ‘turning grey with a blanket over his face’, in the early hours of 22 February 2021.

Paramedics were then called, but they found him to be dead when they arrived.

When the police examined the home, they found it to be filthy and cluttered with rubbish strewn over the floor, the boiler set to 80 degrees and litter trays filled with cat urine and faeces.

A detective inspector said that it had been one of the worst addresses she had ever been in during her 29 years of service.

The police said they found the temperature of the house to be 26C at 3:30am.

The baby bouncer that Grant Storey-Delaney had been found in was described as being:

Not a safe long-term sleeping position for a child.

The post mortem was unable to determine a cause of death, however, his inquest recorded an open conclusion with it being noted that he had been living in an unsanitary environment and had drugs in his system.

The inquest heard that the most likely way for him to have got cocaine and cannabis in his system was through contamination, for example, his food being prepared on a surface that had previously touched the drugs.

A detective inspector said that they had considered charges of murder and gross negligence manslaughter, but added:

The difficulty was, due to him having an unascertained cause of death, it was not possible for me to show a causation between positive actions or omissions from any person and Grant's death.

However, it was noted that a number of non-death offences were being considered, with enquiries ongoing, but nothing more is known.

The coroner said:

Grant was found in a filthy and cluttered home where the boiler was set to 80C, cat litter trays were filled with faeces and bags of rubbish were strewn across the floor. The post-mortem evidence was unable to arrive at an exact mechanism of death. I have heard, however, that Grant had drugs in his system, so there is evidence he was exposed to both cocaine and cannabis, and whilst I can't find that this caused or contributed to his death, I felt they should be recorded in the record of inquest.
