Tressel Foster was shot dead in Aytoun Road, Brixton, as he drove home on 27 November 1995.
He had been shot in the head and neck. He was shot just before midnight in his Ford Fiesta car in Aytoun Road and taken to King's College Hospital where he died at 4.30am on 28 November 1995.
He had been a shopkeeper and had been due to give evidence against Wayne Hutchinson who murdered Maria Hutton in his shop just after New Year 1995.
It was thought that he had been shot to prevent him from giving evidence. Other witnesses had also been threatened.
Police quizzed an associate of Wayne Hutchinson, but no arrests were made.
Wayne Hutchinson had been arrested shortly after Maria Hutton's murder after Tressel Foster led the police to his home.
Wayne Hutchinson had been a member of a Brixton gang known for muggings and had been a small-time drug dealer with no previous convictions.
Wayne Hutchinson had been previously admitted to South Western hospital after he complained of delusions, including that his mother was trying to poison him and he was hearing voices. He had also believed that he was:
He had been let out on home leave after which he went on a six day rampage of mindless and horrifying violence, killing two people and injuring three others. It was reported that his release had been a mistake and that other doctors that had treated him said they would not have recommended him being released as he was.
