Clifford Clarke was stabbed to death in his flat in High Street East, Uppingham on Sunday 10 September 2000.
He had been stabbed 13 times about the chest and neck and it was thought he had been dead for about 4 days by the time he was found.
A vegetable knife with 'made in Japan' on the blade and some keys were found in a drain about a quarter of a mile from his flat.
Police also found a shoe print at the scene.
The attack on him was described by the police as having been frenzied and violent.
He was known locally as Shakey. He was described as having been a quiet man and to have often been seen sitting on park benches around Uppingham.
It was reported in July 2012 that his case was being reviewed following developments in DNA analysis and a 27-year-old woman was arrested in August 2012, but nothing more is known.
In 2015 two men were arrested, but soon after released, one of them on bail, and the other with no further action.
